PSD in Conflict-Affected Environments

Introduction

It is now widely recognised that Private Sector Development (PSD) plays a crucial role in the stabilisation and development of post-conflict and conflict-affected environments (CAE). However, there are also many areas of debate. The DCED website offers a comprehensive set of resources on this theme, from a broad range of agencies and researchers, which address many of the key questions that academics and practitioners in this field are facing: What are the links between conflict, economic development and the private sector? How should the local and international private sector be involved in relief, reconstruction and development efforts? How can practitioners assess conflict and measure the impact of their interventions on development and peace? What are the lessons learnt so far from different PSD approaches in CAE, in specific countries, sectors, and in support of specific conflict-affected groups?

DCED Publications and Events on PSD in CAE

1) Summary and Resources on the DCED/UN Global Compact Side Event at the Fourth UN LDC Conference

At the fourth UN LDC Conference in Istanbul, 9-13 May 2011, the DCED in collaboration with the UN Global Compact held a side event on "The role of the private sector for peace and development. 2) Paper on Key Resources for PSD Practitioners in Conflict-Affected Environments

A range of different tools exist for assessing conflict situations, but few are focused on identifying the challenges and opportunities for PSD programming. The DCED's publication on key resources for PSD practitioners in CAE reviews the different tools available, and considers how they might be adapted for PSD. It provides four main areas of guidance: it gives an overview of what PSD programming should seek to achieve in CAEs; offers resources to help practitioners to better understand the nature of the conflict risk relevant to the countries where they operate; describes a range of assessment tools for PSD programming and how they can be applied in CAEs; and outlines a monitoring and evaluation framework based on the DCED Standard for Results Measurement.

3) Private Sector Development in Post-Conflict Countries: A Review of Current Literature and Practice

The Review collates current experience from the Committee's member agencies and others, identifying both areas of general consensus, and key debates. It aims to provide both an accessible entry-point onto the subject of post-conflict PSD, and an exploration of the various controversies and tensions surrounding the theme. 

 

Post-conflict PSD spans the traditional disciplines within development; bringing together a diverse set of professionals with a diverse range of priorities and approaches. The concerns of people working in PSD for a sustainable, independent economy must be reconciled with those of people working in relief for the immediate alleviation of suffering. Both of these perspectives must also be squared with the security concerns of the military and the wider diplomatic goals of donor countries. Interdisciplinarity is both the biggest challenge facing post-conflict PSD and its greatest potential strength. Therefore, while this document is set broadly within a PSD framework, it is deliberately interdisciplinary in its scope.

4) Report on Expert Meeting on Private Sector Development in Post-Conflict Situations

The Expert Meeting was held in Berlin on 4-5th September 2008. The Meeting was hosted by GTZ, and attended by 60 participants from 17 donor agencies as well as representatives from NGOs, academia, the private sector, and the military. The Meeting was intended to provide a forum for >discussion of the issues raised by the Review, a late draft of which was circulated to all participants prior to the event.
