This section lists consultants who may be available to provide support to programmes working towards compliance with the Standard. All of these consultants have received training in the DCED Standard, and most also have hands-on experience in its implementation. Some CVs are publicly available, but some require you to be logged in (in which case the link will take you to the library page). Programmes seeking a consultant to help them are advised to make the usual enquiries about the suitability of any candidate; the DCED is not formally endorsing or certifying them by listing them here.
Programmes wanting to go for formal audit (or for a 'mock audit' to see how close they are to being ready for audit) are asked in the first instance to discuss their requirements with the DCED Secretariat (
Coordinator@Enterprise-Development.org); not all of the consultants listed below are available for audits.
Alexandra Miehlbradt
Alexandra Miehlbradt is an independent consultant with over fifteen
years of experience, specialising in results measurement, along with
pro-poor enterprise and market development. She has provided extensive
technical input during the design and piloting of the DCED Standard,
compiling materials, conducting training, carrying out consultancies and
a recent mock audit for the DCED Standard. Alexandra has helped
numerous organisations to develop new results measurement systems.

Ben Fowler
Ben Fowler is an independent consultant with consultancy and project
management experience across Latin America, Asia, Africa, North America
and Australia. Alongside monitoring and evaluation, Ben’s areas of
expertise include value chain analysis and subsector assessment, market
development and M4P, as well as benchmarking and market research. Ben
has received training on the DCED Standard for Results Measurement,
including the modules for consultants. He speaks fluent English and
Spanish.

Hans Posthumus
Hans has 11 years’ experience as an independent trainer and
consultant specialising in value chain development and results
measurement. Hans has been working in private sector development for
two decades. He has completed assignments in at many countries across
Asia and Africa, for a large variety of clients, from large UN and EU
programmes and donor agencies to small local NGOs. Hans has conducted
both advanced and introductory training courses on the DCED Standard,
related consultancies as well as a mock audit and speaks English and
Portuguese.

Mihaela Balan
Mihaela Balan has over 17 years’ experience in the design of monitoring
and evaluation systems. She has provided technical assistance for
results measurement in PSD, socio-economic and governance programmes,
working in Asia, the Pacific, Africa, and Eastern Europe. Having
completed the advanced training on the DCED Standard, Mihaela is
assisting programmes such as the Cocoa Livelihood Improvement Project in
Solomon Islands and Access to Markets for the Poor in Zimbabwe, Lesotho
and Swaziland to move towards compliance. Mihaela speaks English,
French, Italian, Bislama and Romanian.

Nabanita Sen
Nabanita Sen has been working in
results measurement for the past five years. She worked to implement the
results measurement system in Swisscontact Katalyst, one of the first
organizations to contribute to the development of the DCED Standard.
Nabanita has experience as a consultant for programmes implementing the
Standard, working with the USAID MSME programme among others, and
completed the training for auditors at the DCED’s pilot training course
in Chiang Mai.

Philipp Essl
Philipp Essl is an independent consultant with more than five years’ management experience in international development, plus a distinguished record in international business. Following training in the DCED Standard in 2009, Philipp led the design of a new results measurement system for Prosperity Initiative in Vietnam and Laos, modelled on the DCED Standard, and helped ILO Vietnam to the same. Philipp also recently carried out a consultancy and mock audit for Swisscontact Indonesia.

Phitcha Wanitphon
Phitcha Wanitphon has pioneered the DCED Standard as Deputy Programme Director at the Thai-German Programme for Enterprise Competitiveness (TG-PEC). While in this role he has supervised the design of new interventions, ensuring that these are sustainable and can demonstrate how they will achieve and measure impact. Before joining TG-PEC, Phitcha worked as a manager in the Thai private sector. Phitcha has received training on the DCED Standard for Results Measurement, including the modules for consultants. Phitcha is fluent in English and Thai.

Sadia Ahmed
Sadia Ahmed has been working in results measurement for the past five years. She was part of the Monitoring and Evaluation Group at Katalyst, a multi-donor M4P programme in Bangladesh, where she helped develop and implement the M&E system. Katalyst was among the first programmes to contribute to the development of the DCED Standard. Sadia was later a Senior Business Consultant at Katalyst before joining another M4P programme, PrOpCom in Nigeria. At PrOpCom she worked as an M&E Specialist, developing tools, plans and a manual for results measurement, and helping to steer PrOpCom towards the DCED Standard. Sadia has completed the Advanced Training on the DCED Standard. She speaks English and Bengali.
