Green Growth Community of Practice (CoP)

Exploring how PSD approaches can be effectively applied to deliver different ‘green’ outcomes sits at the heart of DCED’s current learning agenda., with several DCED Communities tackling different aspects of this complex field of work. The Green Growth CoP currently focuses on the below topics, and also has a strong inclusion focus. 

Current activities focus on:

• The role of trade and MSME development in driving a just transition: Governments are increasingly addressing the environmental impacts of trade while supporting economic growth. New global standards and policies aim to encourage sustainable practices, but micro, small, and medium-sized enterprises (MSMEs), especially in developing countries, often struggle to meet these requirements due to limited resources. Non-compliance may lead to exclusion from supply chains. To support MSMEs’ just transition through trade, GGWG members have commissioned research, forthcoming in late 2026, to review 3 recent policy frameworks, focusing on their impact, inclusion, and support for MSMEs and their workers in developing countries. The group will consider consultation processes, necessary support systems, implications for enterprise development, and the potential for structural transformation.  
• Job potential in critical minerals and clean energy technologies value chains: Many DCED GG CoP members work on clean energy, critical minerals and decent work. This workstream brings these together to look at the jobs potential of clean energy technologies that rely on critical minerals value chains. The analysis would help members assess the number and types of jobs created when value addition is prioritised through processing and manufacturing, as well as how jobs transition across industries. Building on peer-learning sessions held in FY26, this work item is now commissioning research into how funders are and can support more localised value creation in partner countries.
• How can philanthropic actors and traditional development actors work together effectively to support green growth and PSD in partner countries? Growing pressure on development budgets and the push to mobilise private and blended finance have raised interest in non-traditional funders, including philanthropic foundations, which are increasingly active in climate action, green entrepreneurship and sustainable value chains. Yet little is known about how foundations engage with approaches commonly used in private sector development. The GG CoP is therefore exploring how foundations support green economic development in ways that intersect with private sector development and trade, looking at their strategies, instruments and partnership models, and at opportunities and challenges for collaboration on inclusive green growth and small businesses.
• Peer exchange and learning on current trends and challenges in green PSD programming among member agencies.
